Ptolemy's Tetrabiblos
The planet-and-sign grid is the oldest working grammar in Western astrology. Babylonian omen texts already paired the visible wanderers with regions of the sky, and by the Hellenistic period the system was formalised: seven planets, twelve signs, a fixed table of rulerships, exaltations and falls.
Ptolemy's Tetrabiblos in the second century set out the reasoning that survived for fourteen hundred years — planets as active agents, signs as the conditions those agents operate in. The metaphor most readers still use, planet as verb and sign as adverb, is a direct descendant.
Uranus, Neptune and Pluto were added after 1781, 1846 and 1930 respectively, and their meanings were assigned partly by the historical mood at the moment of discovery: revolution, romanticism and depth psychology. Whatever one makes of that, it is why the outer planets read as generational rather than personal — they move so slowly that everyone born within several years shares the placement.
